Qatar’s Ministry of Justice has launched a new website for the Official Gazette and an upgraded Qatar Legal Portal, Al Meezan, marking a significant step towards building an integrated digital legal knowledge system that enhances transparency, simplifies access to legislation and supports the country’s investment climate.

HE Ibrahim bin Ali Al Mohannadi, Minister of Justice and Minister of State for Cabinet Affairs, inaugurated the platforms on Sunday, describing the initiative as part of Qatar’s broader digital transformation agenda and its commitment to achieving the objectives of Qatar National Vision 2030 and the Third National Development Strategy 2024–2030.

The project aims to make legal information more accessible, reliable and easier to understand for individuals, researchers, legal professionals, businesses and investors. It also introduces advanced search capabilities and artificial intelligence (AI) tools designed to help users find relevant legislation, judicial rulings, legal opinions and international agreements.

Al Mohannadi said the initiative reflects the country’s leadership vision of improving government efficiency through digital innovation and delivering more accessible, transparent and integrated public services.

He emphasised that the project goes beyond updating electronic platforms, representing a strategic investment in digital infrastructure for legal knowledge. By connecting legislation with its judicial applications, interpretations and related documents, the system will help users understand not only the legal text but also its context and practical implications.

The upgraded Official Gazette reinforces its position as the authoritative source for Qatari legislation, providing rapid access to authenticated legal texts and their amendments. Under Minister of Justice Decision No. 129 of 2026, electronic publication follows established procedures for authentication and official recognition in accordance with Law No. 12 of 2016 concerning the Official Gazette.

A notable innovation is the introduction of QDI hash-key technology to authenticate online legal content. The system is designed to enable users to verify the authenticity of published documents and identify unauthorised alterations, strengthening confidence in digital legal records.

Meanwhile, Al Meezan offers a comprehensive legal knowledge platform connecting legislation with court judgments, legal opinions, agreements and legislative histories. The portal currently contains more than 9,659 legislative instruments, 3,758 judicial rulings and 709 agreements.

Its enhanced search functions allow users to locate legal provisions even when they do not remember the exact title, number or wording. AI-powered assistance can interpret questions expressed in everyday language, identify relevant legal references and summarise lengthy texts, while providing links to original sources for verification. The official legal text remains the ultimate reference.

The portal also supports public participation in lawmaking. Through consultation and feedback services, users can comment on proposed legislation before its adoption and provide observations on existing legal instruments, strengthening engagement between government institutions and society.

Accessibility in both Arabic and English is expected to benefit international investors by making Qatar’s legal and regulatory framework easier to navigate. Clearer access to legislation can reduce the time and effort required to understand regulatory obligations, strengthen investor confidence and improve the country’s competitiveness.

HE Saeed bin Abdullah Al Suwaidi, Undersecretary of the Ministry of Justice, said the platforms represented a new phase in strengthening Qatar’s legal framework, improving legal services and encouraging investment. He highlighted their role in implementing the ministry’s 2025–2030 strategy and promoting institutional integration among legal and judicial bodies.

The initiative is the result of cooperation between the Ministry of Justice, the Supreme Judiciary Council, the Ministry of Communications and Information Technology, the National Planning Council, the Civil Service and Government Development Bureau, and the General Secretariat of the Council of Ministers.

The new platforms are available at www.officialgazette.gov.qa and www.almeezan.qa, providing the public with easier access to Qatar’s evolving legal framework and supporting a more transparent, efficient and digitally connected government.
