Qatar has been elected as the first chair of the newly established Arab Permanent Committee on International Humanitarian Law, marking a significant recognition of the country’s efforts to promote international humanitarian law and strengthen Arab cooperation in this field.

The establishment of the committee was initiated and led by Qatar, which played a central role in advancing the idea and bringing it to fruition. The country’s efforts subsequently earned the confidence of Arab states, which selected Qatar to lead the committee during its inaugural term.

The development represents an important milestone in Arab efforts to strengthen collective understanding and implementation of international humanitarian law, particularly in addressing the protection of civilians and humanitarian principles during armed conflicts.

Qatar’s journey from proposing the establishment of the committee to assuming its first chairmanship reflects its growing engagement in humanitarian and legal affairs at both regional and international levels. The initiative is also seen as an expression of Qatar’s commitment to supporting dialogue, cooperation and the development of common Arab approaches to humanitarian issues.

The Arab Permanent Committee on International Humanitarian Law is expected to provide a platform for Arab countries to exchange expertise, coordinate positions and strengthen cooperation concerning international humanitarian law. It can also contribute to raising awareness of humanitarian principles and encouraging greater coordination among relevant institutions and authorities across the Arab world.

Qatar’s selection as the committee’s first chair was described as a reflection of the trust placed in its role and initiatives by fellow Arab countries. The decision also highlights the country’s contribution to developing regional mechanisms aimed at supporting humanitarian principles and strengthening respect for international legal frameworks.

The committee’s formation comes at a time when international humanitarian law faces increasing challenges arising from conflicts and humanitarian crises in different parts of the world. Against this backdrop, greater regional coordination and a unified understanding of humanitarian obligations are considered increasingly important.

For Qatar, taking the inaugural chairmanship carries both recognition and responsibility. Having initiated the concept and helped guide its establishment, Qatar will now have the opportunity to shape the committee’s early priorities and contribute to building a sustainable framework for Arab cooperation in international humanitarian law.

The establishment of the committee and Qatar’s election as its first chair therefore mark a notable step in Arab humanitarian and legal cooperation, while underscoring Doha’s continuing efforts to promote humanitarian principles, international law and regional dialogue.
